Guangzhou to Introduce 80,000 “Overseas Returnees” in Total by 2020

On the afternoon of March 6, the Executive Meeting of Guangzhou municipal government has deliberated on and adopted the 13th Five-Year Plan of Guangzhou for the Human Resources and Social Security (the Plan for short). It sets forth to build Guangzhou into a talent highland with higher attraction and introduce 80,000 overseas returnees in total, and 15,000 foreign talents  by 2020.
 
Guangzhou will promote and realize full employment with higher quality. The Plan sets forth to expand the employment channels, increase jobs, actively prevent and effectively control the unemployment risks, comprehensively promote employment of major groups such as university graduates, stabilize and enlarge the employment size, and make the employment structure more reasonable. Efforts will be made to vigorously enhance the public entrepreneurship and public innovation, and establish the startup service platforms for the general public, and facilitate the startup-driven employment, and set up the life-long vocational training system to improve laborer’s competence. By 2020, the city will increase the urban employment by 1 million people, and control the registered urban unemployment rate below 3.5%, and complete vocational training of 1.5 million laborers of all kinds.
 
The social security is related to people’s livelihood. Establishing a fairer and more sustainable social insurance system shall be the focus of the social security works. The Plan points out that efforts should be made to basically realize full coverage of the social insurance system of the statutory personnel, set up a premium payment, treatment determination and adjustment system that adapts to the economic and social development, improve the social insurance fund budget management and value maintaining and increase system, enhance the social insurance fund supervision, and ensure safe and sustainable operation of the fund. By 2020, the coverage of the basic social insurance system shall be secured at 98%.
 
The Plan pays more attention to priorities and stability. The first is to “ensure employment”, further promote full and high-quality employment, increase jobs, and actively prevent and effectively control the unemployment risks. Second is to “promote coverage enlargement”, center on the goal of basic full coverage of the social insurance system to the statutory personnel, lower the social insurance premium, increase subsidies to the special groups and improve the payment incentive system. Third is to “build platforms”, and properly construct the platforms such as “the Conference on Exchange of Overseas Talents” and Nansha Guangdong-Hong Kong-Macao Talent Cooperation Demonstration Area, and overseas high-level talent innovation and startup base.
