On March 9, the reporter learned from the Ministry of Public Security(MPS) that the ministry determined to launch seven entry/exist measures in national free trade zones(FTZ) and comprehensive innovation reform demonstration zones(CIRDZ) to support regional economic and social construction and development in an all-around mode.

According to instruction, these seven measures are mainly issued for foreign high-level talent, overseas Chinese, international students and foreigners working in China for a long term. The contents include: authorizing FTZ administrative committee and other organizations to recognize foreign talent and their families to apply for permanent stay in China; establishing the marketization channels for talent’s permanent stay application based on their salaries and tax payment; offering greater convenience for foreigner’s stay and permanent stay in China; attracting international students to innovate and start business in China; offering residence convenience for workers with long-time stay in China; and offering entry convenience for foreign talent etc.

Since July 2015, MPS has successively issued convenience entry/exit measures involving visas, entry/exit, stay/residence and permanent residence to support the construction and innovative development of Shanghai Technical Innovation Center, Fujian FTZ, Zhongguancun Science Park in Beijing and Guangdong FTZ.

The regions covered by the policies this time will include the FTZs in Tianjin, Liaoning, Zhejiang, Henan, Hubei, Chongqing, Sichuan and Shaanxi, and CIRDZs in Beijing, Tianjin, Hebei, Anhui, Guangdong, Sichuan, Shenyang, Wuhan and Xi’an.
