Guangdong Adopts Joint Conference Mechanism for Comprehensive Pilot Zones for Cross-Border E-Business

On September 22, the People’s Government of Guangdong Province announced through its official website that it agrees to adopt the joint conference mechanism for comprehensive pilot zones of Guangdong province for cross-border e-business to make unified arrangements and coordination for the establishment of the comprehensive pilot zones in Guangzhou and Shenzhen under the leadership of the provincial government.
 
It was learnt that, the adoption of such mechanism aims to put the guidelines of the Approval of the State Council on Establishing Comprehensive Pilot Zones for Cross-Border E-Business in Tianjin and Other 11 Cities into substantial practice, enhance the organization and guidance for the construction of the China (Guangzhou/Shenzhen) Comprehensive Zones for Cross-Border E-Business, strengthen the cooperation between related departments and make unified plans for related work. The Department of Commerce of Guangdong Province will be responsible for the daily work of the joint conference as well as organization of activities in accordance with relevant national and provincial documents.
 
The joint conference will be mainly responsible for: making unified arrangements and coordination for the construction of the comprehensive pilot zones in Guangzhou and Shenzhen under the leadership of the provincial government; conducting related studies and proposing major principles and policies for promoting the construction of the pilot zones, making coordination for any major problems that may be encountered in the process; carrying out regular studies on the major policies and matters related to the construction of pilot zones and reviewing the policies and matters and deciding what to be reported to the provincial government; enhancing supervision and inspection over the construction of the pilot zones, and carrying out follow-up evaluation and making conclusions for further promotion; shouldering other tasks related to the construction of the pilot zones assigned by the provincial government.
 
The members of the joint conference include the Department of Commerce of Guangdong Province, the People’s Governments of Guangzhou and Shenzhen, and the Development and Reform Commission, the Economic & Information Commission, the Department of Finance, the Department of Transportation, the Local Tax Bureau, the Administration for Industry & Commerce, the Office of Financial Work of Guangdong Province, the Guangzhou Branch of the People's Bank of China (the Office of the State Administration of Foreign Exchange in Guangdong), Guangdong Provincial Office of SAT, the Guangdong Sub-Administration of China Customs, Guangdong Entry-Exit Inspection and Quarantine Bureau, and Shenzhen Entry-Exit Inspection and Quarantine Bureau.
 
At the beginning of this year, the State Council approved to establish the second batch of national comprehensive pilot zones for cross-border e-business in 12 cities, including Guangzhou and Shenzhen.
