In the first three quarters of this year, 190,000 various business organizations newly registered in Guangzhou, with a year-on-year increase of 22%, hitting a new high in recent two years. By the end of September 2016, there had been 1.467 million business organizations in Guangzhou, with an increase that was eight percentage points higher than national average level.

 

In accordance with relevant statistics, 99,000 private enterprises newly registered in Guangzhou in the first three quarters, up 33% year-on-year, seven percentage points higher than that in the first half of the year, and 28 percentage points higher than that in the first quarter.

 

The number of newly registered business organizations engaged in hotel and catering industry had a substantial increase in the second and third quarters, and it has a year-on-year increase of 85% in the first three quarters, ranking first among all industries. The year-on-year increase of newly registered business organizations engaged in manufacturing, scientific research, technical services, information transmission, software and IT services, water conservancy and environment facility management, transportation, warehousing and post services, construction, wholesale and retail all rose to different extent.

 

In the third quarter, 534 foreign-invested enterprises newly registered in Guangzhou, up 41.65% year-on-year. Of them, 408 enterprises were registered by Asian investors, accounting for 76% of the total.

 

Since the beginning of the this year, the Guangzhou Administration for Industry and Commerce has been taking the chance of the business system reform to focus on creating an market-oriented, internationalized, law-based and convenient business environment. So far, remarkable achievements have been made.

 

To facilitate the registration, Guangzhou has made great efforts to simplify the examination and approval procedures that enterprises have to go through before business registration. In 2015, 115 procedures were cut down. Based on that, four procedures were cut down this year, and reclassification and description modification were made. The procedures before business registration do not cover “public air transport enterprises”, “insurance brokerage organizations”, “insurance agencies” and “sideline insurance agencies” any more. A total of 11 procedures are reserved. In the past two years, the procedures were reduced by more than 90%. Guangzhou has been playing a leading role in terms of deepened business system reform, reduced procedures for registration before business registration and creation of a market environment that facilitates innovation and business launch.

 

Guangzhou also further loosened the restrictions on domiciles and business operation sites of enterprises. The administrations for industry and commerce relaxed the restrictions on “one domicile for several licenses” and “one license with several domiciles”. For example, there are no longer restrictions on investment relevancy and location at specialized industrial parks for application for “one domicile for several licenses”, the application range of which has been expanded from enterprises to all business organizations. Moreover, proof materials for use of six kinds of special business operation sites have been specified and site registration conditions have been simplified. For a residence to be used as a business operation site, in case that the applicant is engaged in businesses without pollution or potential safety hazard, site use certificate issued by local people’s government or its agency or departments (units) such as villagers’ (residents’) committee based on the consent of related stakeholder(s) can be used as proof materials for business operation site.
