Guangzhou Deploys and Drives Administrative Approval’s “Intensive Service” Reform

On the afternoon of May 26, Guangzhou held the video conference to deploy and drive “intensive service” reform of administrative reform. Mayor Chen Jianhua addressed the meeting. Executive Vice Mayor Chen Rugui presided over the meeting.
 
In early May, the general offices of CPC Guangzhou Committee and Guangzhou Municipal Government jointly issued the Implementation Plan for Guangzhou Drives the Administrative Approval Reform through “Point-Surface Combination, Four-level Joint Action, Districts as the Centers, Downward Centralization and Intensive Service”. According to the plan, through driving the intensive service reform of administrative reform, all administrative approvals and public service issues of Guangzhou will be made in the manner “front end for comprehensive receptions, backstage for classification and approval, and deliveries through unified windows”, a four-level joint action mechanism for administrative approval services covering cities, districts, sub-districts and communities (villages) will be established, and the governmental service environment with optimized approval process, good approval services and low approval costs will be set up.
 
In his speech, Chen Jianhua pointed out that efforts will be made in six aspects to deeply understand the significance of deepening administrative approval service reform and strive to forge an administrative approval service brand with Guangzhou characteristics. First, comprehensively carrying out “receiving through one window, delivering in a unified way” to facilitate the people; Second, establishing a unified item catalog to stringently perform standardized management; Third, separating the functions of reception, approval and supervision to strictly standardize approval judgement; Fourth, establishing backstage immediate approval and settlement schedule to practically improve approval efficiency; Fifth, breaking department and level barriers to authorize approval service downward; and, Six, building a round-the-clock, limitless online governmental service system and striving to realize “citywide universal service” for more issues.
